FORMALDEHYDE LABELS

The Recreation Vehicle Industry Association (RVIA) has established inspection standards requiring member manufacturers and suppliers to clearly mark that the raw material they use complies with the association's new formaldehyde policy.

The formaldehyde standards, adopted during an RVIA board meeting in September, apply to plywood at .2 parts per million and particle board at .3 ppm. Those limits are the same as those set by the U.S. Department of Housing and Urban Development (HUD) for manufactured homes.

RVIA made compliance with the HUD standard a requirement of membership after complaints about potential ill effects of formaldehyde in emergency housing units sold to the Federal Emergency Management Agency (FEMA) following the 2005 Gulf hurricanes.

Prior to RVIA adopting the policy in September, there were no formaldehyde standards for recreational vehicles.

The inspection policy says that plywood and particle board panel markings must “make it clear” that they comply with the formaldehyde standard, according to a Dec. 13 RVIA standards bulletin. Bundled material must have the same markings.

In addition, for supplies containing wood – including both raw materials and finished products – letters or written statements from the supplier or distributor must be in possession of the manufacturer and make the same declaration.

“Acceptable documentation includes letters or written statements from given suppliers that blanket cover all product shipments from that supplier, or individual letters or written statements that accompany each separate product shipment,” the inspection policy says.

Because the board did not adopt the consumer notice that HUD requires for manufactured homes, notices about complying with the formaldehyde standards do not have to be placed in the RV or owner's manual.

ATWOOD IS BEGINNING TO CONSOLIDATE

Atwood Mobile Products LLC announced Friday (Dec. 14) the closure of an Elkhart, Ind., production facility and the loss of 152 jobs. The action is expected to occur during the latter part of the first quarter of 2008.

The Elkhart Truth reported that the Creation line of recreational vehicle, shuttle bus and horse trailer windows made at the plant on is being phased out and will be discontinued altogether primarily because of an "exceptionally competitive" market, said Kip Ellis, vice president of sales and marketing at Atwood.

Along with the Creation brands, the closed facility is the site for production of windows for the “Sprinter platform.” The Sprinter line and the employees who work on it will be moved to another Elkhart plant.

The closure has nothing to do with the sale of the truck cap division, which happened in October, nor the ongoing slowdown in the recreational vehicle market, Ellis said. Instead, he reiterated the company's press release that said the closure is a "strategic decision" following a lengthy evaluation of the position those Creation brand products have in the market and their "negative financial performance."

In September, Atwood was acquired by private equity firm Equity Insights I LP from Dura Automotive Systems Inc., which filed for bankruptcy in October 2006.

Atwood officials told impacted employees of the company's decision Friday morning. Their jobs will continue for at least another 60 days as stipulated by the Worker Adjustment and Retraining Notification Act.

"Our first priority is to be professional and fair with our employees," Ellis said.

In addition, the company wants to continue manufacturing the Creation products long enough to enable its customers to shift to another brand.

"We're giving our customer base adequate time to identify another source for supply," Ellis said.

This announcement comes a little more than two months after the company announced the sale of the Creation Windows truck cap business to Starquest Products of Goshen, Ind.

During that transaction, Atwood terminated the employment of nearly 50 workers and is shifting manufacturing of other products to several Atwood facilities, leaving the Goshen site empty. Atwood said it is still undecided on plans for the plant.

Atwood said it will continue to run production at its three other plants in Elkhart.

"We recognize and regret the difficulties this announcement creates for many of our employees and customers, and we wish to emphasize Atwood reached this decision following an extensive evaluation of all of our options," Tim Stephens, president of Atwood, stated in a release. "Following this transition, Atwood will be better able to commit our resources towards specific products, affording Atwood greater growth potential in the future."

The US Centers for Disease Control and Prevention (CDC) will begin testing this week on the air quality in mobile homes and trailers provided by the Federal Emergency Management Agency (FEMA) to Gulf Coast residents displaced by Hurricane Katrina to check the level of formaldehyde pollution.

According to a report on the website for Medical News Today, Sussex, United Kingdom, beginning Dec. 21 the CDC will test for formaldehyde in the air inside 500 randomly selected trailers and mobile homes in Louisiana and Mississippi for around five weeks. Results should be available in 2008, said the agency on its website. The agency said a computer will randomly select the homes to be tested and volunteers cannot be accepted.

FEMA has set up a resident hotline and said it will move temporary housing residents with a "formaldehyde concern" into a hotel or motel if they ask for it.

The CDC and the FEMA are also going to do a joint health study on children living or born while their families live in the homes provided by the FEMA scheme. The study will look at the effects of indoor air quality from living in the FEMA scheme homes on child health. The results should be out sometime in 2008.

The CDC said that in order to conduct a valid study that releases results quickly, in the public interest, they cannot investigate every FEMA trailer or mobile home, or every child living in one.

The CDC is carrying out indoor air quality tests for formaldehyde in FEMA provided mobile homes and trailers because FEMA asked the agency for help in answering questions raised by residents.

The CDC will sample FEMA-provided travel trailers, recreation park trailers and mobile homes.

The agency pointed out there are currently no federal or scientifically recognized standards for formaldehyde levels in travel trailers. The agency will help FEMA to communicate the findings to residents so they understand what the scientific results of the tests mean. The agency will also help FEMA to prioritize which families should be moved out first into permanent housing.

Director of CDC's Coordinating Center for Environmental Health and Injury Prevention, Dr. Henry Falk, said in a prepared statement that: "This is a complex task. Knowledge about health effects of formaldehyde on long-term residents of temporary housing is limited. Levels we find in these tests will help everyone involved in this process make better informed decisions about what steps to take."

Falk said this was a "complex task," but the agency was "mindful of the importance of this information to people who have been living in temporary housing for such a long time."

FEMA Administrator David Paulison added, “FEMA's first priority has been and continues to be the health and safety of temporary housing residents."

"Upon request, FEMA will continue to move any temporary housing unit resident with a formaldehyde concern into a hotel or motel immediately and will work with all residents to provide them a housing alternative."

"Every occupant who has expressed a health concern through our hotline has been offered a housing alternative and we are continuing to work with each of them to find a permanent housing solution that meets their needs," explained Paulison.
