Top officials at the Federal Emergency Management Agency (FEMA) knew about – but suppressed – reports of possible health problems from formaldehyde in trailers provided to Hurricane Katrina victims, according to documents released yesterday by a House committee.

The Los Angeles Times reported that the warnings from Gulf Coast field workers were kept quiet because "senior FEMA officials in Washington ... didn't want the moral and legal responsibility to do what they knew had to be done," said Rep. Henry A. Waxman, a California Democrat and chairman of the House Oversight and Government Reform Committee, as he opened a hearing into the agency's response.

Documents from the agency's general counsel advised FEMA officials against agreeing to testing because of the fear of liability for health problems among the 120,000 families who were temporarily housed in the trailers.

"Do not initiate any testing until we give the OK," one FEMA attorney wrote on June 15, 2006, three months after the first news reports appeared about possible formaldehyde-related problems. "Once you get results, and should they indicate some problem, the clock is running on our duty to respond to them."

Waxman's frustration with FEMA was shared by the committee's top Republican, Rep. Thomas M. Davis III of Virginia, who said that the agency "failed to get information they needed and failed to act to prevent this crisis."

"FEMA's reaction to the problem was deliberately stunted to bolster the agency's litigation position," he said.

Davis said FEMA officials had acted to obstruct an almost yearlong investigation into the allegations by incorrectly invoking attorney-client privilege on most of the 5,000 pages of documents released yesterday. But the agency's director, R. David Paulison, denied taking a cue from legal counsel when setting agency policy.

"The general counsel does not set policy for this organization," said Paulison, who joined FEMA as acting director in September 2005 and was confirmed as its chief eight months later. "The health and safety of residents is my primary concern."

He would not confirm that formaldehyde had contributed to any illnesses, however, and said that FEMA trailers would soon be tested for mold, airborne bacteria and more, including formaldehyde. The tests, announced Wednesday, will be conducted in conjunction with the Centers for Disease Control and Prevention.

Formaldehyde is a common component of glues, molded plastics and building materials, including particleboard used in manufactured homes. Symptoms of long-term exposure can include respiratory problems, burning eyes or nose, headaches, bloody noses and rashes. The chemical has been identified by the International Agency for Research on Cancer as a carcinogen in humans.

Committee members argued that FEMA had ample opportunity to test the trailers after about 200 residents lodged complaints referring specifically to formaldehyde. Agency documents showed that only one inhabited trailer was tested, in April 2006. Its formaldehyde level was measured at 1.2 parts per million, 75 times higher than the maximum workplace exposure level set by the National Institute for Occupational Safety and Health.

FEMA subsequently tested 96 new trailers last fall, but under what Waxman called dubious conditions - their ventilation systems and air conditioners were constantly running and the windows were left open for three weeks before final readings were taken.

Asking individuals to live like that, Waxman noted, was not realistic.

"We recognize that in the summertime on the Gulf Coast, that's not going to be reasonable," said Paulison, adding that the test conditions were set with advice from other agencies, including the Environmental Protection Agency.

Butler, Wisc.-based Actuant Corp. said it is closing operations for its Kwikee Products subsidiary in Cottage Grove, Ore., affecting around 115 employees.

The Associated Press reported that production at the Kwikee facility, which produces hydraulic-powered RV accessories such as retractable steps and slideouts, will be shifted to the company’s plant in Elkhart, Ind. Closure is slated for the end of the year.

After growing steadily in 2004 and 2005, RV makers and related companies in Oregon's Lane County have lost 500 jobs over the past year.

Actuant, primarily an auto industry supplier, is also parent to slideout- and leveling-system-maker Power Gear, Mishawaka, Ind.

IT WOULD ALSO RESULT IN THE TOWING VEHICLES DASH LIGHTS BEING ACTIVATED WHEN THE VEHICLE BRAKES WERE APPLIED. THE FAILURE OF THE APPLICATION OF THE TRAILER BRAKE COULD RESULT IN THE INABILITY TO STOP AND RESULTING IN A CRASH.

On the eve of a U.S. House hearing on the possible health hazards of formaldehyde in hurricane-relief trailers, the Federal Emergency Management Agency (FEMA) asked the Centers for Disease Control and Prevention (CDC) for help Wednesday (July 18) in testing the air quality in the trailers.

The Jackson (Miss.) Clarion Ledger reported that lawmakers in Washington, hurricane victims and environmental groups in Louisiana and Mississippi have been pressing FEMA to test the trailers' air quality because they fear they have toxic formaldehyde levels.

FEMA has maintained the trailers are safe if properly ventilated. But it looks like the agency is bowing to congressional pressure.

"Although tests of air samples from travel trailers in the Gulf Coast have demonstrated that ventilating the units is effective in reducing levels of formaldehyde, the health and safety of residents is FEMA's primary concern," a statement released Wednesday said. "FEMA believes additional research is needed to address recently raised inquiries and concerns."

FEMA Administrator David Paulison is scheduled to testify at a House Oversight and Government Reform Committee hearing today on possible problems formaldehyde is causing to thousands of families living in trailers nearly two years after hurricanes Katrina and Rita.

Rep. Henry Waxman, D-Calif., the head of the panel, had threatened to subpoena FEMA for its records of health studies on the trailers and complaints by trailer residents. But Waxman backed down after FEMA began to cooperate with his committee.

Formaldehyde is a toxic chemical that is released by many construction materials, including plywood and spray-on insulating foam. Elevated levels of formaldehyde gas can cause headaches, burning eyes and throats, nausea and difficulty breathing, according to the CDC.

FEMA said studies of the air quality in trailers "will take a two-phased approach, with an initial more rapid study and an in-depth, longer-term study to give us a better understanding of the complete issue."

The CDC is being asked to provide an estimate of how much formaldehyde is safe. Until now, the CDC has said it has no authority to regulate or test formaldehyde levels in trailers.

FEMA also said it has asked the CDC to focus on the effect of high formaldehyde levels in children.

"They're grudgingly moving to accept reality," said U.S. Rep. Bobby Jindal, R-La. "They should have moved a lot sooner."

Also testifying at today's hearing will be Gulf Coast residents who say they or their children have suffered from ailments they think are linked to formaldehyde in their trailers.

BLUEBIRD SELLS IT RV LINE TO COMPLETE COACH WORKS

Blue Bird Corp., Fort Valley, Ga., today (July 17) announced that it will sell its luxury Wanderlodge RV and Coachworks Coach product lines and manufacturing facility to bus retrofitter Complete Coach Works of Riverside, Calif.

Complete Coach Works, founded in 1987, is the nation's largest supplier of remanufactured transportation vehicles, emission upgrades and wheelchair lift retrofits.

“The acquisition represents a perfect fit and will provide an opportunity for the expansion of our operations to the Southeast,” said Complete Coach Works President and CEO Dale Carson. “We look forward to our long-term association with the Fort Valley community and continuing to be a vital part of their economic foundation.”

The transaction is part of Blue Bird’s long-term strategy refocusing the company exclusively on the school bus market, according to a press release.

“The sale of Blue Bird Coachworks to Complete Coach Works marks the end of our initial product line rationalization plan,” said Blue Bird CEO Bob Shaughnessy. “This transaction represents an important step toward returning Blue Bird to its roots as the nation's premier school bus manufacturer.”

Shaughnessy also expressed his satisfaction that as part of the new agreement, Complete Coach Works will remain economically committed to the Fort Valley and Central Georgia communities.

The sale of Blue Bird’s remaining non-school bus lines represents a key element of the company’s corporate strategy.

Earlier, Blue Bird’s Ultra LF and Xcel 102 transit buses became part of affiliated transit bus manufacturer North American Bus Industries Inc. (NABI) and their manufacture was moved to NABI’s Anniston, Ala., facilities.

The Blue Bird Coachworks line currently includes the 40- and 45-foot Express Commuter Coach models, while Blue Bird’s Wanderlodge line, among the nation’s oldest luxury motorcoach brand names, includes the 450LXi and M380 vehicles.

During the transition period, Blue Bird and Complete Coach Works will work closely to ensure ongoing parts and service support.
